1532th (Special) Meeting of the OSCE Permanent Council
Statement by Mr Denis Cairney, Australia’s Deputy Permanent Representative to the United Nations and International Organisations in Vienna
9 September 2025
Excellencies, colleagues
I would like to begin by acknowledging the Representative of the OSCE Chairpersonship of Finland, HE Vesa Häkkinen. Australia appreciates Finland’s strong leadership as Chairperson-in-Office, including by using its platform to encourage an end to Russia’s brutal and illegal invasion of Ukraine.
Over the weekend we have seen yet another abhorrent example of Russia’s aggression.
Australia unequivocally condemns Russia’s repeated, large-scale strikes on Ukrainian civilians, their homes and government buildings. Our thoughts are with the victims, their loved ones, and the brave Ukrainian people.
Through this pattern of escalation, President Putin is making it clear he is not serious about wanting peace.
Putin continues to choose death and destruction over engaging in peace talks.
Australia remains steadfast in our support for Ukraine in the face of Russia's illegal and immoral war.
We are the largest non-NATO contributor of military assistance to Ukraine, with AUD1.3 billion in support, alongside our humanitarian, energy, and economic assistance.
Together with our partners, we reiterate our call on Russia to stop this senseless war.
We will continue to work with partners to support a just and lasting peace in Ukraine and security and stability in Europe, including through our active involvement in the Coalition of the Willing.
Australia shares the desire of many participating states and partners to see a world that is peaceful, stable and prosperous.
Where sovereignty is respected.
Where no country dominates and no country is dominated.
The people of Ukraine have the right to live in peace, free from fear and aggression.
Thank you.
