Statement by Ms Emma Nicholas, Representative of the Australian Permanent Mission to the United Nations and International Organisations in Vienna

Chair
I have the honour to deliver this statement on behalf of MIKTA a cross-regional partnership comprising Mexico, Indonesia, the Republic of Korea, Türkiye and Australia. It is with great pleasure that we deliver, for the first time, a joint MIKTA statement in this Commission.
As a group representing diverse cultures and regions, who are all experiencing the challenges of a changing global drug landscape, MIKTA believes it is both timely and essential to deepen our cooperation in this area. Anchored in our shared commitment to multilateralism, collective action and upholding international law, rules and norms MIKTA members are determined to engage constructively in CND discussions to support pragmatic and innovative approaches to these complex, transnational challenges.
MIKTA recognises the growing threat of synthetic drugs, including the proliferation of new psychoactive substances and the diversion of precursor chemicals. We encourage enhanced information‑sharing, early‑warning systems, and technical cooperation, and welcome the continued work of UNODC and the INCB. We highlight the need to strengthen international collaboration with relevant stakeholders to address evolving supply chains. This includes through evidence-based approaches that are balanced between public security and public health, and which respect human rights.
MIKTA notes the resolution tabled by Mexico to take measures to implement article 13 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 to prevent the diversion of equipment and related materials used for illicit drug manufacture. We welcome efforts to enhance international cooperation on issues relating to diversion and trafficking of materials and equipment, and to increase focus on investigations of seized equipment and materials.
Chair
We note the role this Commission plays as the central policy-making body for international drug control and drug-related matters. We express our continued commitment to supporting the CND’s principal role in addressing the world drug situation.
We appreciate the work of UNODC as Secretariat of the Commission and their efforts to maintain functionality during a period of financial and resourcing challenges. We welcome the decision of Ms Monica Juma as the new Executive Director, this will allow the UNODC to best position itself and the Commission for the future. We also appreciate INCB’s continued efforts in monitoring the implementation of international drug control conventions despite the current financial constraints.

Looking ahead, MIKTA will continue to work closely with all Member States to identify practical ways forward, share best practices, and support initiatives to advance our shared international drug policy commitments.
