Conclusion of safeguards agreements and additional protocols

IAEA Board of Governors

Agenda item 13: Any Other Business

22 November 2024

Statement delivered by Dr Katie Mead, Alternate Resident Representative of Australia to the IAEA

Chair

We wish to congratulate Timor-Leste on bringing into force its Comprehensive Safeguards Agreement (CSA) and Additional Protocol (AP).

All countries in our region, Asia and the Pacific, now have IAEA safeguards agreements in place. This is an important development in the universalisation of IAEA safeguards. It demonstrates the region's determination to strengthen the international nuclear non-proliferation and disarmament regime.

We welcome the commitment of Timor-Leste to strengthening IAEA safeguards and proliferation.

Chair

Australia has repeatedly asserted its full confidence in the independent, impartial and science-based technical advice provided by the IAEA regarding the controlled discharge of ALPS-treated water from the Fukushima Daiichi nuclear power plant.

Australia appreciates the strong engagement and transparency displayed by the Japan throughout the process and looks forward to continued collaboration between Japan and the IAEA as this important project progresses.

Australia also appreciates the dedicated efforts of Japan and the IAEA to engage with Pacific Island States, including Director General Grossi’s visits to the Pacific and committed engagement with Pacific Island Leaders.

Finally Chair

Australia joins the consensus of this Board in saluting the outstanding contributions to the Agency's achievements made by Ambassador Holgate and Ambassador Martinsen.

Thank you
